​The National Disability Insurance Scheme (NDIS) is an Australian Government initiative, passed into Australian Federal Law through the National Disability Insurance Scheme Act 2013, representing a long-term commitment to supporting Australians living with a disability.

With around 4.3 million Australians living with a disability, the NDIS provides funding to approximately 500,000 people who have permanent and significant disabilities. 

 

Initially framed as a 20-year investment, the NDIS is now deeply embedded in Australia's social system and is regarded as a permanent national program much like Medicare. In the 2025–26 financial year, the NDIS is projected to cost $52.3 billion,  with ongoing funding increases planned to support its sustainability and growth.

 

​​​​​​Specialist Disability Accommodation (SDA) is an essential part of this initiative, offering purpose-built homes designed for individuals with extreme functional impairment or very high support needs. SDA stimulates the creation of high-quality, contemporary, and accessible housing that enables participants to live more independently.

Investment Journey 

STEP 1. 

Initial Consultation 

We begin by understanding your investment goals and explaining the SDA opportunity within the NDIS framework, ensuring alignment with participant needs and compliance requirements.

STEP 2. 

Land Assessment & Site Selection

If you already own land, we will assess its suitability for SDA development. If not, we assist in sourcing land in high-demand locations, using our own current participant demand data along with the NDIS demand data to make sure participants are needing housing in that location.

STEP 3. 

Design & Build

STIL Homes and Complete Construct Group will design and construct your high-quality SDA home. Every project is delivered with full compliance to NDIS Specialist Disability Accommodation standards, ensuring that homes meet participant needs and expectations.

STEP 4. 

We manage the full NDIS registration process for your property and actively match it with the participants. Once a participant is secured, we finalise the placement with a formal tenancy agreement, ensuring a smooth and compliant move-in process.

  • What is Specialist Disability Accommodation (SDA)?
    SDA is purpose-built housing designed for people with extreme functional impairment or very high support needs, funded by the NDIS to help participants live more independently.
  • Who is eligible for SDA?
    Participants must have SDA funding approved in their NDIS Plan. Eligibility is assessed based on functional impairment and the level of support required for daily living.
  • Can I choose who I live with in SDA housing?
    Homes are designed for either single occupancy or shared living depending on participant needs and preferences.
  • Is SDA housing the same as Supported Independent Living (SIL)?
    No. SDA refers to the home itself. SIL refers to the supports participants receive while living in the home. Participants can access SIL funding separately.
  • How is SDA housing funded?
    The majority of the rent is funded through NDIS payments, not directly by participants. Participants may contribute a small amount called the Reasonable Rent Contribution (RRC).
  • What if I don’t have SDA funding in my NDIS plan yet?
    If you don’t currently have SDA funding, you may still be eligible — especially if you have very high support needs or your current living arrangements aren’t suitable. We can help guide you (and your Support Coordinator) through the application process. This usually involves A Functional Capacity Assessment by an Occupational Therapist A Housing Needs Assessment Support from your team to submit the SDA evidence and request to the NDIA If approved, SDA funding will be added to your NDIS plan and matched to your needs and preferred housing type.
  • What other expenses should I consider?
    Beyond rent, you'll be responsible for utilities (electricity, gas, water, internet), groceries, medications, and personal household items.
  • How is rent calculated in SDA housing?
    Rent is typically set at 25% of your Disability Support Pension, plus 100% of any Commonwealth Rent Assistance you receive.
  • What if I want to leave my SDA home?
    You have the choice and control to leave your SDA home at any time, with appropriate notice as outlined in your tenancy agreement.
  • How long can I live in my SDA home?
    SDA homes are designed as long-term housing solutions, with tenancy agreements typically starting at 12 months and the potential for indefinite residency, depending on individual circumstances.
  • Can family members live with me in SDA housing?
    Yes, with appropriate funding arrangements, such as Appendix H, family members can reside with you in SDA housing.
  • Can I choose my own SIL provider?
    Absolutely. You have the freedom to select a SIL provider that best aligns with your preferences and support requirements.
  • What support services are available through SIL?
    SIL providers offer assistance with daily living tasks such as personal care, meal preparation, medication management, and community participation, all tailored to your individual needs.
  • Is 24/7 support available in SIL arrangements?
    Yes, many SIL providers offer 24/7 on-site support to ensure your safety and well-being at all times.
  • How do I coordinate between my SDA and SIL providers?
    Coordination between SDA and SIL providers is essential. Your support coordinator can assist in facilitating communication and collaboration to ensure seamless service delivery.
  • What is a Roster of Care (RoC)?
    A Roster of Care is a detailed schedule outlining the support services you'll receive, including the type, duration, and frequency of supports, tailored to your individual needs.
